I can understand why you made the mission - you do need quite a bit of variety in the missions so they don't get stale. But this one in particular just doesn't work, due to the requirement of placing a bounty on someone and then attacking whoever took the bounty.
High-leveled players frequent the bounty list(and, in fact, also comprise most of the list), and besides that, you could get unlucky and have someone wear a mask for the bounty - not to mention the low possibility of just not having the time to do it because they claimed the bounty too late. There's just too many things to account for that make this quest a real pain to deal with.
And before anyone says "Oh, you can just skip over it," denying the mission results in losing standing with the Duke, as does starting the mission only to end up failing to complete it.
Overall, the "Dirty Little Secret" Duke quest and whatever similar quests there are(I have no clue) . . . they just don't work, due to a number of factors that tie into those who usually frequent the bounty list, and not doing it results in a decrease in standing just because there's a quest that just can't be done. It would likely require a complete overhaul of the bounty system to make it work, and that's not worth the effort. I think it would be best if we remove the mission and similar missions from the list.
