So, I got my mission to place a bounty, and then attack whoever fulfilled it, and that is precisely what I did. However, the mission did not agknowledge me attacking him.

Definitely not, I attacked the one who fulfilled the bounty, their name is in the first screenshot. It was still a level 11, but I attacked them nonetheless. Their name was IT- I believe, going from memory and not checking the screenshot.
