In my opinion there is a double correct here, many errors from the bookie team resulting canceling our won bets and on the other hand too much work to be done to run the bookie part of torn smoothly.

So the real question is that: does torn city need a bookie?

If the answer is yes, then set a person solely for that thing and not get a volunteer to run it since as Madmiketyson already said RL problems/work/etc are always prior to a game and to be honest managing and monitoring a bookie with real life odds and events while the bets are not 'closing' (to be able to change the odds and not lose on value of the bet) can't be done. This cannot be done in real life betting companies. That's why they close the bets, and opt for cash out IF you want to cancel your bet (with a percentage loss/gain of money though if the odds go up or down respectively).

If the answer is no, then you know what needs to be done.
