First of all, i would highly recommend trying it without VPN, if possible. If it continues, try getting more data and simple ask VPN Google or best free vpn thread to get help. Also, switch from tunnel VPN to OpenVPN, should become better

For real, 200$ and usage limit in 2018 is some kind of medieval in information technologies, just weird. VPN won't do any help, it could cover your traces in web, but you still using traffic, so for ISP it doesn't matter are you using it or not , traffic stream still counts. http://topsecur.com - covers VPN's that provides comfortable web usage, but you better find another ISP.
