Personally, I'd recommend you to find a faction that can help guide you around here. Also, Baldr's basic advice thread thread proved to be very beneficial for me. As for your question, I'd suggest you to reach level 15 ASAP as it will allow you to travel and earn more money. If you have any questions, pm me and I'll try to help you out. :)
Their level is quite low for punchbags. Personally, I'd use the list provided in Baldr's basic advice thread. The punchbag accounts on that thread are higher in level (providing more xp) and have quite low stats. Also, you should provide the stats of these accounts, if possible.
As a new player, I'd very much welcome the idea as even some of the easy quests appear the have harder goals than anticipated, making it challenging for me to advance. Hopefully this receives some consideration. :)
