I believe that if two armor overlap, only the strongest one will count. Which means if you're hit on a region where you have a 20 armor rating boots and a pants with 40 armor rating covering it, you will only get 40 armor defense from the pants.
You will only collected them once. Of course if you have more blocks you will still get more.
Edit: Found a faction.
