NNB or Natural Nerve Bar is like a gauge of your crime exp. High nnb like 40 or 60 means a lot of crime exp, everyone starts with 15 nnb and the more successful crimes are commited the nnb increases. But note that getting sent to jail hurts a lot of crime exp.
You need more crime exp. Like what the others said read the nash's guide to nerve bar. But just keep stealing candy and you'll eventually gain more crime xp. Maybe steal candy a hundred times then move on to the next one
