I don't really see the point of a profanity filter. This game would be rated R by the MPAA without profanity, so why not just leave profanity alone.
Seriously, we can murder endlessly, buy and sell illicit drugs, control rackets in the city, and have gang wars. What is profanity gonna hurt. This is clearly an adult oriented game. If kids are on here they'll see less than they see on cable TV.

The exploiters aren't the reason developers are required to fix bugs. The bug the developer missed during testing is the reason the developer needs to fix a bug.
In the case of the Horse Bookies exploit the developer did not investigate a reported exploit and furthermore, gave the go-ahead to use it. That is the issue.
Any publicly available game/system is going to be exploited. It will be exploited until the bugs get fixed. If the Horse Bookies exploit hadn't been reported I would be all for banning the offenders. I'm not in favor of punishing someone for exploiting a system the developers said they can exploit.
As far as the garbage/janitors analogy, the exploiting players did not create the exploit. The exploit was reported and they were told to go ahead and use it. That's like asking a janitor where the trash can is and they say just throw it on the floor here. I'll take care of it once the ground is completly covered by 3ft of trash.

Fixing bugs and investigating bug reports is a good 75% of a developer's job. You will be hard pressed to find any piece of code that doesn't have bugs or exploits at some point. Humans are not perfect and do not create perfect code. A developer creates a new piece of code to support a new feature then spends the rest of his career supporting it. That's just the way it works.
I agree that the blame lies with the staff that give a player the ok to exploit the game.
