Edit: install 20 skimmers (max amount) in Bus Station if you're just starting out, so you're not wasting time with empty slots. Then do some research and decide on a strategy. I feel this crime is best done in the background, while also doing other crimes. The slower you go, the more efficient it becomes.
Yes! I wonder why is it even gated behind lvl15? Not to overwhelm new players? By the time one purchases WLT block they're no longer a new player. More gameplay for more accounts.
Many consider Ugly Energy to be an event book (Halloweek, etc).
If Ugly Energy is read for stat training and you want to min-max, then it is easier to min-max it with low stats, since Happy is very effective and cheap(er).
Overall, using FHCs (even with Ugly Energy) is inneficient very-long-term. You're basically trading "some stats now" for "way less stats many years later".
So it depends on what your goals are and how far ahead you're willing to min-max. Read it now or just keep it for some event.
