If any thing, I believe TRAINS are the property of the Employees. I have owned a company or two in my time and I never, ever charged for a single train. I have always felt that it is the Employees who own them and that the director should never sell them.
Unlocking new tracks based on achievements does sound interesting to me.

I notice the PET PROJECT requires using DOG TREATS. With a crew of three, the pay-off of $770,000 is a hard hit to a factions vault considering the 4 way split.
