I do realise that. The thing is the fine will only be the start. Every club in the Premier League over those years will definitely sue City. If Everton had to pay Burnley £35 million. There have been 36 clubs who played in the PL in those years. Every one of them will want a chunk of money as compensation. Burnley got £35 million for one year, Arsenal were in the PL every year that City were cheating. Do they get £350 million? The litigation will cost more than the fine and the pockets are going to have to be very deep.

No new drugs but vary the quality of what is supplied. A small percentage chance of getting a good batch that gives a limited boost to the effect of each drug but no cooldown change and an equal percent chance of getting a bad batch that weakens the effect and increases cooldown. 

I'm not a fan of a team in the PL. My team has played in the Championship for a long time so this doesn't really affect me so I have a neutral perspective on it. 

The failure to co-operate with the Premier League shows that they knew what they were doing was against the rules. I don't think they should be stripped of any of their trophies, you can't award them now, what's done is done. Having said that I think that the penalty should be a 60 point deduction this year and a fine equal to their transfer budget for the affected seasons which is 2009/10 to 2017/18. That is a fine of roughly £1.25 billion. On top of that should be a 5 year transfer embargo. They can re-sign players whose contracts are ending but nothing else, and they can't sell or loan anyone either. 

None of that will be what the PL does but its what I would do.

The flaw in the whole territory system is that you only have to fight for it when you are attacked. There is no maintenance charge on a territory. 

It should cost you respect each day you hold a territory. You should have to gain half the respect your territory generates each day to hold it down. The key points of this should be that you can only gain respect from attacking players who have been active in the past 24 hours and the respect you earn maintains the territory it does not go on to your faction total. If you do not generate enough respect to hold the territory you dont get the daily respect payout and the amount you are short is added to the next day's total. If the amount of respect you need to earn is more than 60% of the respect your territory generates you lose it. 

For example:

Territory generates 100 respect per day = You need 50 to keep it. If one day you only get 45 the next day you need 55. The next day you only get 45 again it adds 10 which is 65 and you lose the territory. 

If your territory is attacked the respect you generate in defence of it counts to your daily total. 

If you own more than one territory you can assign respect earned to the ones you want. If you are defending a territory the respect earned defending it only goes to that territory and can't be assigned to another. Any extra is lost. 

This would have the benefit of encouraging players to fight active players and not just farm respect from long departed former players. It will also discourage massive territory holding by one faction. Say you've got to maintain 20 territories per day it will be much harder than it is now to do that. 

This will also make Dirty Bombs worth more, and be more of a threat. If you bomb someone who holds a lot of territories and they all have radiation posoining then their territories are likely to be up for grabs. 

It may need some tweeks but that would be my idea to Make Torn Fight Again rather just be crime farmville.
