Accounts on the same IP are fine, the staff have other ways of detecting multiple accounts, such as account activity for example. See here - https://www.torn.com/forums.php#!p=threads&f=1&t=15948799&b=0&a=0
I had this issue, try signing in on a normal phone browser (safari, chrome etc) and then try the app. It went away for me after a couple days
