As a job - Drug manufacturers - Free drugs (free drugpack for x jp), Drug hardened (passive)(reduced addiction and cooldown 10-20%?), Trade supplies for cash (cash at cost of jp)
Supervised use (reduced od chance)
Good reaction (+10 for positive -30% reduction on negative drug effects)

I think I suggested overseas crimes once, like each location gets a couple of crimes to burn off a little nerve, foreign jail, maybe a few achievements for it. Would actually make flying have a purpose more then rehab.
