The basic idea of this is to "opt out" of dog tags competition. All other competitions in Torn are opt-in *except* for dog tags. People get constantly attacked because there is no way to see if someone still has their dog tag. Once you have 0 dog tags you should be able to let people know there's nothing special to be gained from attacking and basically surrender from the event.
