Self Hosping via bounties, blood bags, etc with no revives made for a difficult war....
Wouldn't it be interesting if during wars only, hospital stays not initiated by the opposing faction drained respect over time. Encouraging faction members not to hide in the hospital during wars...

We were not prepared for this kind of war, we have non-participants ear-marked for trimming. The tactic out played us, and trying to learn from it because I cannot say it didn't work.
