This feels like a user problem and not an API problem. It is very clearly written to be careful with who you give your API key to. Even still, as it's a Read-Only system, I feel it would be hardly different than being used in a similar way as other API-based tools that largely function on the client-side, anyway.

A lot of our faction letters have pictures, reports, links, large TEXT small text, special characters all put in by the sender, most of this wouldn't even be seen if it was in the API

a better idea would be to have the LINK to the Message sent in
https://api.torn.com/user/?selections=messages&key=

It wouldn't need to send image data or any media via the API. it'd just send media location data, such as a URL. Or even an image ID that can be displayed by a standardized URL, or similar.

Elaborating just a bit on this:

any time a text-based confirmation is provided in any situation, using an item, using a boost, etc, as well as sending, spending, buying, etc.

anytime you have to click "yes" to confirm something. The next text-based confirmation would have the option to copy it with said icon from his reply.
