It would be awesome if there were merits for starting chains abroad. It could be called a War Monger Merit or something along those lines. Each country could contain its own merit with its own spin. It would take really good communication with in a faction chat to pull off an essentially blind chain. I think that would be difficult and worth a merit or two.
