I see why rackets were added, they create an interesting new dynamic. But when in the end they are just benefiting large factions (they demand you give) it makes it more difficult for smaller and newer factions to grow. Giving back some leverage to smaller factions in negotiations with the mega factions would allow them some room to grow with smart gameplay decisions like they had previously.
