Just read the newspaper on this event. There are a few ambiguities in the article I'd like clarified.
When you send money to Duke do you always get a parcel that could be one of a number of items, or do you only get a parcel should you make a correct guess?
When I originally read the article I was under the impression you get a parcel for every guess, with the correct guess getting whatever special item Duke is giving away. However, upon reading again I'm not sure that's what's being said, and now think it's probably just for whatever the correct guess is.

So does that mean I can guess multiple times in a row until I get the correct number, or does the cooldown kick in on incorrect guesses?

It would be 511 not 115 as the calendar scheme on Torn goes: day, month, year. So, assuming consistency that is how they would do it. If they are inconsistent then obviously this doesn't follow.

Is the guess only supposed to be 4 digits? I've noticed no one is guessing outside of 4 digits.

I didn't have any major complaints, I was getting a profit for all my e used insofar as I was only using e refreshes from point market and xanax. Had I been using FHC I would have been taking a profit hit, which I did on the last hour of the tournament to guarantee I was in top 250, ironically I was already in the top 250, but I was nervous I was right on the cut off.

I exchanged 27 treats at once and got the upgrade, 28 treats exchanged in total. So, I think 25 exchanged candies is what gets you the upgrade as others theorized.
I've gotten one treat after using 150e so far. I exchanged and got candy kisses.
