I am able to visit another user's Bazaar manage page.
For example, below is another user's bazaar link.

By adding /manage at the ending of the link, I can see the manage page. The link is like below.
https://www.torn.com/bazaar.php?userId=2621642#/manage
But when I make changes and save, it doesn't change in that bazaar. So, it may not really be a problem.
I am not sure it is helpful but I own a bazaar and below is my device information.
Device: HUAWEI ELE-L29 Android: 10 App version: 1.5.0
