Allow players that have a vault to be able to pay their property upkeep using their vault balance directly.

I've been working for @ScocoS for a while now and I've never had any problems. In fact, he's honest with his workers and always give full payment. Common decency is to give a tip at least for great services man. Don't spread negativity just coz you're salty.
