The largest problem with things like this is not that it's a bad idea (I like this), it's that it's such a massive undertaking and risk. You'd be fundamentally changing core aspects of the game, in nearly a one way manner. A lot of ideas sound good on paper, but what happens if it doesn't play out as expected? How do you roll back, can you roll back, how long do you try and maintain a new system to determine if it's good or bad?
That's honestly why a lot of systems are either a) incremental, b) take a decade to be implemented, or c) are fairly disconnected other aspects of game play.

The genetic damage is the point. Red blood cells tend to not have DNA anymore, that's why they're shaped like that. They eject their dna/nucleus. The radiation scrambles the dna of everything in there though, effectively killing everything else off as the other cells no longer have instructions to build the molecules they need for repair.
