Is being offered to join a crew RNG? I have 100 CS and have a 500 reputation in East Side, West Side, North Side, and Residential but haven't been offered to join a crew.

EDIT: After others prompted me to go further than 500 in one area, I got it at 502 in the North Side. Thanks!
