But it is still an <100% chance with <100 skills then, which means my concern is still valid, specially now that I don't see "successful revive" or "revive attempt" precision in the post you show.
I am currently working towards getting the skill and I was looking forward to it, now not so much anymore. ;P
People are gonna say 'Go grind easy revives', sure they are right, and it is a solution but still a clear big disadvantage from players who immediately start with 100 skill, and got the leisure to grind it with zero restraint and failure chances in the past.
Players who invested time and efforts in the game should be rewarded accordingly, but not by making it so detrimental to newer players. For exemple, the racing skill plays a huge role in racing, for sure, and people playing for longer will always be ahead. But in some circumstances, a player with lower skill can still beat them, due to a part of random.
Now, most people might want better quality revives (because the higher the skill, the more life points you get from it), and it could well escalate to a point where most people turn their revives off, if the land or Torn gets peppered with wars like they want it to.
There is only so many new players that OD on xanax or get burned by arson, and if the pool of players accepting revives diminishes and the people grinding their revive remains constant or go up, you will have to compete for revives like you do for busting. Which in turn, will make it even harder to find suitable revives to level up your skill, and if you find them, you will have to click the button fast (No doubt torntools or other will come with an extension to only show revivable people with x% chances of success), and then hoping you don't fail.
When basically before this change, you could revive anyone, with a hundred percent success, getting your skill points, having no competition for finding suitable targets, and even getting paid for it.
Maybe I am just rambling and none of this will happen, this is just the way I see it.

In a race I did earlier, I finished 2nd (only 0.001 seconds ahead of the third place, but 2nd nonetheless ;P) but when notification came, it says I am 3rd, and did receive only one racing point instead of 2.

And how about reviving factions possibly putting the skill as an entry point to join their rank ? Which would be legitimate, if they are doing it for business, they need the best revivers possible, or no one will hire them, specially after such a change.
Before, to be a good reviver you needed just the ability to do so. You could join fresh out of the hospital, and enjoy the 25 energy revives for your own use or for your faction's contract, be a part of something great even if you were new, somehow.
Even if there were more requirements to join, such as stats and activity and what not, now on top of that, one of the requirement will be this skill, I see it coming, which means grinding it up to the standard imposed by the faction, with 75 energy revives, until you get a chance to join. It is gonna be an energy sink, and a really a bad thing for new players/revivers, I think.
But well. Wait and see.

I would like to know if the revival skill goes up only for successful revives, or if a failed attempt adds some progress to it too ..
Because in the first case, all the players who don't have the revival skill at 100 already (and especially newer ones, as character level counts in the revive chances too? ), are getting spoiled a lot with this change, by the older players who had, basically, 100% of chances to revive for years until now and get their skill up, regardless of this new system rules.
I do not find this change fair, if this is the case. Other than that, war is not something I particularly care about, so ..
