I can confirm that it is extremely frustrating. At least half of the time, you are dealt a very bad hand (such as 14-16) and are given high cards whenever you don't want them, whereas the house ends one more than you and/or in the 19-21 range. The house seems to get dealt either two high cards, or so many low cards that it is impossible to beat. It does not feel random at all.

Edit: I just played it twice, got 21 twice in a row, and it was a push both times.
