I'm looking for advice on how to deal with a player I've blocked, ignored and done everything in my power to avoid, who has been daily and perpetually placing bounties on me for months, tanking my stats, making the game relatively unplayable, and has no sign of stopping.
What do you do when all attempts to establish boundaries are superceded by this simple mechanic? I have made complaints/reports to the mod team, but unfortunately despite being a petulant bully, this person has not actually broken any 'rules' although I'd argue that this person has been harrassing me for the entire time.
It's gotten to the point where I'm barely playing the game, I can't get my own back because they're A) Level holding and B) has seemingly infinite funding. (this person has spent millions on me and others prior and it seems that bounties are this person's way of exerting power over people they don't like.
Any advice would be gratefully received

Right now 9 more 100k bounties have been placed on me by Aqua, and the reason she cited was that I am a scammer.
This, obviously isn't true, or I think I'd have a higher level and a private island by now if I knew the first thing about scamming.
Naturally this has created quite the incentive to hit me, and I was wondering what, if anything, I could do about it.
I have sent a player report, but they never actually go anywhere.

It takes a special kind of asshole to rob ones own faction. Even in the low standards of Torn City behaviour (which is a notch above the denizens of Ankh Morpork's "Shades") it is in my opinion, downright unforgivable. I do wish Devs were more open to punishing and reversing such actions, as right now it's apparently legal.

I was right with you, in spirit if anything, right up to the point where you chose to diminish your case by:
A.) Insinuating that intent = meaning, I.e Stating that the aforementioned slur WASN'T a slur, purely because you wasn't using it as such, (unless you were using the "f" word as a British cigarette, the context is pretty universal).
And
B.) Referring to anyone who would take offense as "losers" says a lot more about you, than of anyone reading your "side".
Perhaps this is a lesson for you in universal methods of communication, instead of the colloquial flippancy you're used to.
Instead of trying to bend the city to you, maybe you should try to fit in more comfortably.
