Most serious players will at some point do a stint in a reviving faction because of the merits, and perhaps because of the money. There are now these 5 merits to be earned from reviving
I'm not a reviver (yet) so things look a little differently to me. To me it looked like vast quantities of money were being spent by large, powerful, well financed factions and the money was flowing to generally younger reviving players who were either temporarily working on merits or doing what they do because they enjoyed the play style. That didn't seem all that bad. Factions wanting to and being able to make endless war because there is a prize such as excellent respect yielding territories, or territories that yield very valuable items each day - If that's the problem then why can't we tone down those rewards instead?
The biggest knock on the changes that I see is the 30% life points loss to fill a blood bag. Maybe this is injecting more realism into Torn? (Still very unreasonable as an average adult has only around 10 pints of blood in them at any one time and losing three pints inside of a minute would probably lead to shock or death)
The real problem I have is that I almost need to pay for a revive every night before bed and every morning before work in order to actually fill blood bags in a reasonable amount of time! 3 blood bags filled / 3 hours of medical cool down gained and then a substantial wait until I can fill the last 3 really really sucks! It also sucks that 6 hours of medical timer is the maximum without faction respect allocated to the new perks. A less healthy game / life balance - waking up after 6 hours of sleep in order to keep the medical cool down always ticking down, instead of the much more easily managed way it was before.. To me it seems this is going to lead to a steadily decreasing supply of blood bags of every type except radiation bags. The market seems to agree judging by the price trends of blood bags

- 'Florence Nightingale' for 500 revives done
- 'Second Chance' for 1000 revives done
- 'Miracle Worker' for reviving 10 people in just 10 minutes time
- ’Resurrection’ for reviving someone you've just defeated
- ’Crucifixion’ for defeating someone you've just revived
