Agreed, spawning needs a tweak and this would help.
I'd go even further and say only two crimes per spawn tier, but there'd be more impact to the spawn system.
Definitely not a good mechanic when the randomness takes away ability to progress, maximize efficiency, pick a crime to focus on, etc. It's much worse than the old system from that perspective.
Either way, narrowing spawn range would make bad spawns more tolerable but keep some rng... if they really want it... But really, lose the rng altogether, what part of organized crime includes picking random targets?
Noticed an error in the Search the Fountain wiki text. For the level 85 PCP, it says "(requires 25% or higher crushing rating)". Not sure if it should be Collection rating or not, I haven't got the PCP yet. Image of text
