Whoever is dumping items should pay a price, as per waste removal is not free Irl.
I think Duke should own the dump as he is the bigass gangsta in town... therefore he could keep dumping stuff free off charge.
Everyone else should pay a price using this service, or have an option for fly tipping -which would eventually make them end up either as a bounty target or a quest from our Calabrese.
