I don't understand what you are asking, but in the place where I live, the letters 's' and 'z' are pronounced differently, but people tend to use the pronunciation for the 'z' in words where we should use a 's'.
Let's say for example the name "Jose" would be pronounced as "joze", with a strong 'z' sound.
