Because a win is considered a positive score over the opponent before overtime, i.e Italy winning 2-1 at 90 min (in your betting case). If it goes to overtime and you placed your bet on Italy to win and the score is 1-1 at the end of the second round, you'll lose your bet since it will be regarded as a draw.
