Assume that the 5 year olds are bloodlusted and are really trying to kill you - they cannot be convinced otherwise. They can still feel pain, but will never give up. They attack you in moderate groups at most - no massive swarming.
"Beaten" is classified as either dead or otherwise neutralised (i.e unconscious).
You are wearing regular clothes and have no weapons or armour.
You have to load up with gear from you stash, enter into a map, scavenge stuff, and escape via an extraction point pretty far off. If you die, you lose everything you have on you. If you escape, you add everything you have into your stash. The combat is pretty realistic, which means it's very easy to die.
Torn mentions the FBI a lot - when you hack their mainframe for cash, or fail a bank hack, for example.
However, the American FBI wouldn't have jurisdiction in Torn, because they're an independent country. That, and the FBI wouldn't dare come here where everyone has military-grade weapons and armour and is drunk and high simultaneously.
Does that mean that Torn has its own FBI?
And who works for the FBI as their muscle? They have to be really strong - even the strongest player in Torn could fail a bank hack and be arrested, seemingly without a fight.
Strength, Defense, Speed, Dexterity. We all know what these four stats are, but what do they actually mean? What do they represent? Here's a theory of mine:
Strength: The will to damage your opponent (low Strength characters can't bring themselves to hurt their enemy much), physical strength, on-target shooting accuracy (where to place your shots for maximum damage), striking blows in more damaging areas.
Defense: The will to continue fighting (low Defense characters give up when a bullet whizzes a little too close to them and run to hospital), pain tolerance, mitigating damage by moving one's body to keep vital systems out of harm's way.
Speed: Running speed (for fleeing), ability to turn and fire at a new hostile target in reasonable time, accuracy of gunfire and physical strikes.
Dexterity: Outright dodging of physical strikes, using cover well in gunfights.
With time and training, a character evolves from someone who couldn't hurt a fly, was a coward, couldn't run or shoot for crap, and forgot to use cover to a special-ops grade soldier of fortune.
About 180M items have been trashed, and about 46.5M items have been fished out. That means that there is currently 133.5M items in the dump - the dump is massive.
Almost all items in there are useless. I think that it would be fun to see what would happen if the dump was completely emptied. I'm not saying that people should be fishing out Armalites, GAKs, and combat armour out of the dump, nor that every time a dump search will yield something good. The goal is to have a decent percentage, like 1%, of the dump's items being half-decent, like M16A2s and FBAs.
Noobs go in with the expectation of the dump being something worth their time, like George from the tutorial implied - "old guns" and all that. But there's nearly nothing good in there, just bunches of flowers, jackets, and fruitcakes.
The idea is that on an announced date, the dump should be completely emptied of all items, and a few thousand selected items will be placed in the dump, with 75% of it being trash and 25% being decent. For example, the trash could be hard drives, fruitcakes, etc, and the decent stuff could be MP9s, AUGs, Kodachis, Bulletproof Vests, LSDs, etc. Low to mid-tier gear.
Best thing that happens is that there's actually some worth in searching the dump afterwards, instead of just being a complete noob trap. Most of it will still be crap, but there's just a little more chance of getting a gun or something out of it.
Worst case, the dump is still full of useless stuff, but a lot of useless items get taken out of circulation.
Either way, there's nothing really that bad that could happen from it. Why not?
Torn lore says that the city's birth rate is abnormally low, and a fight between vigilante forces and the Mafia resulted in twelve children all being shot dead on the way to school. After that, most of the children in Torn was evacuated out to be raised far from the city, leaving only about six children still here.
My headcanon is that these six kids get constantly kidnapped and delivered to mob bosses, who then immediately release the kids back onto the street. The mob boss is a cut-out for the Staff themselves, who provide the money that we receive. Crimes in general are one of the few ways that money can be injected into Torn's economy, which of course the Staff manage.
All the money and items we get from crimes is placed and provided by the Staff. The money that noobs find when searching is deliberately placed there, money and items we steal from shops is replaced by the Staff free of charge, buildings are built for the sole purpose of being robbed, burned down and blown up, the enemies of the Staff are deliberately moved into harm's way to be assassinated by us, etc. It's a setup. That's how they can maintain your criminal record - because the Staff already know you've done it.
Oh, and don't forget - not all of the Staff are in the staff list. These guys are functional figureheads, the face of the Staff who also happen to do some work. Chedburn also has many other "problem solvers" at his disposal - who do you think takes even the strongest people to Federal Jail? Who do you think procures weapons, drugs, ammunition, and other such things, and who delivers it to the shops?
Check City Hall, in the City screen. Item Statistics (on the right) says that today, 180M items were trashed.

I think it would be a good idea for the wiki to have a list of the reasons that someone could be in jail or hospital.
For example, the list would say that "Got a nasty surprise in the post" means the victim opened a package with a Small Explosive Device in it, and "Mauled by a guard dog" and "Burned in an arson attempt" means that they failed an arson attempt.
There's a lot of them, and even though I've played for quite a while I don't know what all of them mean.

Make a new event notifying the person who sent a Horse's Head that "someone" opened the package containing it. It doesn't need to say who opened it, just that it was opened.
