The success rate for shoplifting now is excessively low, especially compared to what it was before, thus making it quite hard to train. Notoriety rises quickly, and goes down slowly.

The whole capped crime success rate thing is bothersome. It would indeed be good for the various courses to become stronger, and also for the game mechanics to be clearer.
