I'm currently posting this with TornTools enabled - and have tried with it disabled also - same 'issue' appears...

I just noticed much more available respect to spend on faction perks than there was earlier - on review it seems that the Crime XP bonus now seems to be capped at just 10% max?!

Is this true? - an as yet unannounced change - or a bug?!
