I think I've found a pretty fair and balanced way to introduce dual enrolment for education course.

First, there would be penalties, for the duration of being dual enrolled:
Endurance -5%
Dexterity -2%
Speed -2%
Overdose chance increased by 1%
Addiction results in both courses being revoked

Then, there are some rules:
Second course must not be in the same subject
Must be over level 15
IST stock applies to only one course
WSU stock applies to only one course
- sub-suggestion, allow purchasing 2x IST & 2x WSU to cover 2x courses
Edu Length merits apply to only one course at a time
- sub-suggestion, "Learning for the Advanced Learner" book, to allow merits to apply to 2x courses
Principal benefits apply to only one course at a time
- second course has no time reduction from these benefits
Travel is restricted while dual enrolled (as in, no travel)
Advanced sign-up for next course if not dual-enrolled (choice; take course: now | later)

Donator/Subscriber benefits:
Both courses may be in the same subject, but one course cannot be a requisite for the second course
- Cannot take Intermediate Biochemistry and Advanced Biochemistry at the same time, for example
Principal benefits apply to both courses
Travel is available while dual enrolled
Advanced sign-up for next course, even if dual enrolled (starts with first open course slot)

Reasoning:
I think with some of the other changes going into Torn, and after playing for nearly 2 years, I think this suggestion is something that could fit the future of Torn. I'm sure some changes may be made, if my suggestion is accepted. Below is some explanation for the above, for better understanding. I've given this a lot of thought over the last several months, and feel I've come up with a good way to introduce dual enrolment, while maintaining a fair, balanced and acceptable system, while giving added value to donator/subscriber stats.

The penalties - Taking 2 courses is exhausting, and is evident in the reductions to END, DEX and SPD, affecting both work and battle stats. Then there's the whole "party college" trope, where drugs and alcohol are rampant, increasing chances of addiction, and being kicked out of the school.

The rules - It is very taxing to take two classes in the same subject, especially with overlaps of content, where the student could become confused and fail one or both courses (legitimate an explanation given to me when I took college courses, IRL) The level 15 rule is drawn from the ability to travel, pre-existing game rule. When IST and WSU stocks were set up, I can't imagine dual enrolment was considered, as such, these stocks should stay true and apply to only one course at a time. Additionally, these could be updated to allow purchasing 2x these stocks (at the standard triple total cost) to apply to both courses. The same applies to the Education Length merit and Principal benefit for course time reduction. As for travel, full-time students don't have time to travel, and must take a sabbatical in order to travel (i.e. taking only 1 course, as is current. This forces the player to make a choice to focus on education, or item collection. The Advanced sign-up would allow non-donators to make a choice if they want to dual enroll, or set up their next course (this allows traveling still) The next course will start when their current course is finished, AND they are in Torn. This is just a little nicety for those choosing not to dual-enroll.

The donator/subscriber:
These were difficult, but felt a need to include to benefits for donators (as well as a bit of a draw for players to become donators) Allowing dual enrolment in the same subject, provided the requisite rules are followed, seems to be a good idea. Any course which has a requirement of completion of a lower course must be fulfilled, emphases on "complete" The Principal benefits, however, is the only time reduction method I can't find another method to apply to both, and fits nicely with other donator benefits (such as natural E regen) This also rolls over to travel, where donators and subscribers can travel while dual enrolled. Travel having a penalty / donator benefit is one thing I'm told is a bit cringe, for others I've shown this suggestion to. So, that makes me feel like it's probably the most acceptable aspect here! Advanced sign-up for donators would allow signing up for a third course which, again, does not start until there is an open course slot, AND the player is in Torn.

sub-suggestions:
Allowing players to purchase IST and WSU stock at the normal double-rate for the second level of benefits could be implemented to soften these penalties. This puts control of time and cost reductions back to the player.
The "Learning for the Advanced Learner" book, I think fits in with other books. This provides, at least temporarily, a means to get one's full time reduction from merits to apply to both courses. This book could apply for 30 days, or permanently. This book could potentially unlock dual enrolment for players under level 15 as well, if temporary, or apply the benefit even if they're unable to use it until level 15. Using this book would be useless if the player has not put any merits into Education Length, as it simply applies these benefits to both courses.


In summary:
Players can choose to dual enroll, with penalties, or sign up for a future class (no penalties) Donators can dual-enroll as well as sign up for one future class at a time. There are ways to gain additional time and cost reduction benefits, but all current benefits apply only to the first course taken. Donators re-gain the Principal time reduction benefit, and the ability to travel while dual enrolled. A new book would be introduced to allow merits to apply to both courses (30d or perm) IST and WSU stocks would allow buying a second increment of these stocks, to apply to both courses. Normal education rules apply regarding requisite courses. Players under level 15 cannot dual-enroll, or utilize advanced sign-up, with a potential exception of utilizing the book to dual-enroll.
