How about, RW Respect is earned in a different category of Respect or even rename it to its own unique name. And can be used for a new perk tree, unique from the existing one, with perks that help in ranked wars, aswell as give bonuses to the players (i.e. a bonus on trains, stacking on top of steadfast, etc. But also able to use those earned respect points for consumables, from healthpacks, to drugs, to temp weapons, to dirty bombs, to caches, etc etc. Maybe even make a dirty bomb solely for RW use, and only useable on the faction you're at war with to be used strategicly to break their chain or that it breaks the chain or puts a lock on the chain for a set certain time.
As said on top, RW are mostly used for money. Make it something more than that.. more rewarding for long term gains. Maybe make it seasonable. So that ranks get reset after every season (maybe with the season newsletter) so factions wont just compete for money, but also for a seasonal rank with seasonal rewards with honors and stuff, giving the members of that faction another curency based on their tribute to the wars of the season he/she participated in also to spend in a special shop dedicated for wars, could be the current bunker, that way the bunker will see more use aswell :) Edit: in order to prevent fake wars, could introduce a new kind of debuff, that losing players will receive a reduced happiness, get less efficient in their jobs, while winning does the opposite: increased happiness, a stat boost for a day, etc
