I just attacked 5 people, winning against the weak and losing to the strong. The weak ones were rated about 1% below me, the strong ones were about 20% higher. As a result, my ELO dropped from 1213 to 1.204: -9 points.
As far as I understood the texts of Torn, for 1 match they give a maximum of +-5.
That is, he received a penny for winning, and lost 2 times by 5 - the maximum.
