Unable to hit 'hiding out' target · · 0 likes

Hi,

I have a Duke mission which involves defeating player ID 1390143, who is 'hiding out in Argentina'

When I travel to Argentina, I am unable to attack them via their profile page, and they are not listed on the 'people' tab within Argentina either

Thank you

Am I just to assume that player is not the correct target then?
