As your reports have already been reviewed and determined they are not violating the ToS, as they are bounties a game mechanic im.not sure what else you expect.
If you was being sent abusive/ derogatory or even threats of RL violence messages then im sure things would be different, as for anything that has happened in RL this is not the place to file your complaints, either your local authorities or a lawyer will be able to aid and assist you if what your original story stated is true however evidence of a crime will be required in that instance.
Seriously though just block them never unblock them again, the bounties and hospitalising seems to be infrequent at best, unfortunately it's just going to be absorb and ignore them.

As for market tax yeah it sucks but everything in life has a tax, maybe you just suck at the game, advising people to quit maybe follow your own advice yes people buy donator packs but they also sell them on the market and bazaars so it's not like they can't be gained by the f2p community.

so yes while your country of residence claims its ' innocence until proven guilty' the practicality of it is incorrect as there are wrongly convicted people in your prison systems some of which have been there for decades due to insufficient investigations being carried out.
let me correct you on the 'In America its innocent until proven guilty', im sure myself or anyone else could do a quick google search and find a number of situations where innocent people have been incarcerated or even sentenced to death for crimes they have not committed in your so called innocent until proven guilty bullshit i believe you also have a non profit organisation in America that is set up to fight against exact things.
