Have a special event item like an Easter egg, Halloween NPC drop, or the like that halves the drug cool down timer. so instead of a 6:30:00 timer it's 3:15:00. but the side effects are 2x the addiction and a 24 hr booster cool down.
This would be one one of the most sought after items in the city for xan users due to the ability to essentially drop up to 5 xan a day if you time it out and the timers work in your favor.
The side effects also give it a high risk high reward as 2x the addiction rate will stack immensely for those that don't rehab often. The 24 hr cool down would also mean you would lock them to 2-3 a day max if they stacked them so the just cant keep milking them for a week straight to do 35 xan in 7 days. It would also limit the E drink used in conjunction. so it balances out.
In reality it's best use case is during an OD. you can rehab the happy and refill nerve and E on points. The ~24 hour drug cool down would get halved. Though with 2x the addiction rate it would suck to OD right after it again. Let me know what ya think.

Make moving into it for 90 days starts the legal process.
You must have real estate law 1( allows you to squat), 2 (allows you to protest ownership rights) and real estate business (allows you to modify and sell homes acquired by squatting) courses done.
The back maintenence must be paid in full before ownership can be taken.
If the owner comes online during the 90 days the squatter gets a bill from duke that is the maintenence fees for the time they were there.

A new merit for a pillow kill. The hardest weapon to get a kill with. You need to have high strength to get it. Or a combo like get a kill using the toy sword, pillow and snowball and recieve the "children!" merit
