TLDNR: The more time inactive, the larger the multiplier to that account's defense in an effort to encourage attacks between active players (this buff resets upon activity).
Hello all! I grew in Torn the way most of COVID Torn players have... reading Baldr's Basic Advice and beating the ever luvin' shit out of the abandoned accounts on Baldr's list (sorry, crazydave). Like most faction leaders, told new members the mantra of keep your head down but your chin up (stay positive) and avoid active players. 'Why?' they reply, 'I mugged a new guy for $42,069!' Noice. But keeping focused on inactives for attacks will stave off a vast majority of hospital visits/mugs/bad blood and provides a better starting experience all around.

(and dig your foxhole deep... is the end of that phrase)
Except that's not really challenging, or engaging, or (I believe) plays into the adversarial spirit of the game. As I move from noob to low-level player status, I continue this practice - slum through the Hall of Fame, update my target list in YATA, and specifically avoiding active players. There should be some mechanic to push players, or at least make it more enticing, to attack players that are active (and still have a stake in the game). Let us interact, chat, engage in the community and find new friends/enemies.
So WHAT IF... defense increases exponentially based on an account's inactivity? Smashing up crazydave would be impossible, you'd have to fight other active players.
To calculate the multiplier I used: x(t) = x0 * (1 + r/100)t
where the final value is the dormant player's defense multiplier.
Initial value x0 = player's defense
rate of change is .19%
elapsed time (days) you can find below

(a real graph made by real people)
One day inactive? Defense is multiplied by 1.002. 2 days? 1.0038... 10 days, multiplied by 1.0192. For a player with 1M Defense that brings them up to 1,019,200 defense. To be fair, inactivity isn't really a strong factor in determining an attack inside of years, but I'm going to keep running this.
After 100 days we're multiplying by 1.209 which would bring 1M defense up to 1,209,000.
A year of inactivity (365 days) defense is multiplied by 1.9994 which would essentially double the entrenched player's defense. Two years of inactivity would quadruple it, three years would octuple, etc.
Let's circle back to punching bag crazydave, with his defense stats at a whopping 244 and 5871 days of inactivity. With the exponential growth model, ol' crazydave would now have 16,877,374 defense. Probably a stalemate, seeing as his attack is absurdly low as well. I'm sure there are punching bags at the high levels as well (one day I'll find out) but it would be interesting to see this enacted at all levels!
Had to clarify- this is based off of activity, so if you're active, essentially the multiplier is 1.0000 - keeping yr stat exactly the same!
Because this is a suggestion I'm not going to put limits on this crazy idea. Hell, devs could do this with attack and really change the game (but I think that would give some motivation for defends merit farming).
here's the math cheat I used: https://www.omnicalculator.com/math/exponential-growth
Is this a real problem? probably not, but I had a thought whilst walking around and wanted to share!
