Personally what I would recommend is,
Always do your crimes, there are merits for hitting milestones.
Search for cash until you hit 5000, get the merit and that's done, then sell copied CD's until you get 5000. Follow the merits instead of trying to do Arsens etc. You'll find if you go through them bit by bit you'll be better off.
Also work on History education as once completed you unlock the Museum where you can trade flowers and plushies for points. You can use these points to buy more merits or sell the points and make decent money.
Anyway thats what I'm doing and it's going good!
