How likely is it for random citizens to get rads? · · 0 likes

I was browsing around the hospital menu for no reason, and I saw DamianWayne from 39th Street Killers get rad poisoning and with my next refresh he was gone from the hospital.

Does this mean that his faction is making a dirty bomb, or could he just have been unfortunately sent to the hospital randomly? I think I read about it being possible that also random citizens get rad poisoning how likely is it?
