The docks are a hive of activity - someone's cruise liner has crashed into a dockside warehouse. A small crowd has gathered to watch as people leap from the deck into the water. You find an abandoned shipping crate and use it as a table for your DVD stall. When the boat sinks, you try to gain the crowd's attention and draw them into some impulse purchases. You manage to offload 53 DVDs to this gang of ghoulish spectators.

You're starting a quick throwie on the side of a bus when one of the passengers gets off to talk to you. He tells you he's been mistakenly declared dead and its causing him some issues. The perfectly healthy gentleman asks you to spray "Jed's Not Dead" in ten specific areas across the east side. He slips you a few hundred bucks and you fulfill the odd man's request. It's only when you're done that you worry if you've just Ben commissioned by a ghost.

Maybe players should accept that checking out for a while will naturally set the back compared to those who didn't. Idk.
TL:DR clean out the 1+-month inactives overseas and send them back home.
This could either be within jail, done as a way to reduce your time. I.e. - spend 2 nerve to pick up trash on the interstate, reducing your sentence by 30mins.
Or in the crimes event - something you have to do within a quick time frame after a fail. I.e. you've been caught searching the beach for cash (2 nerve), to avoid jail spend 6 nerve within 30 seconds to clean up shell casings from the wetlands instead.
