So, The Church Mouse merit. While aiming for this one I learned that there are two magic numbers to balance needed -> 21$ or 32$.
The default (commonly know and accepted balance needed is (was) 21$ -> How ever I and and other player actually required to use balance 32$ to be robbed for the amount of 1$.
Long story sort: If one value worked for you - it does not mean that is the only truth out there. Please listen when the default steps don't work for individual players. Data is king. 7 attacks, 3 energy drinks later Merit was unlocked.
Takeaway: if the expected 21$ before mugging did not result in being mugged for exactly 1$, try balance 32$.

At this point I know that for me Balance 20-21$ did not work. I wanted to share this - in case there are other people struggling to unlock the merit.
Month in the game does not qualify me to determine this is bug or feature. Trial and error will still be my approach to continue unlocking merits.
I did not expect that sharing how it worked for me - will require undisputable evidences - just in case people will assume what happened to me me - did not happen.

Information I do not have: * all the potential aspects that can have impact on the calculation * proof for balance i had prior the mugging attempts.
