It's definitely worth going through baldr's and other peoples target lists to reach level 15. Flying is one of the most important and game changing mechanics. Without is growing NW without sacrificing E is extremely difficult.
I honestly disagree early game is where you'll benefit the most from joining a faction. While at under 200k total stats I was able to consistently make 40-60m per RW.
This NW boost can easily be used to either further invest in NW growth (Stocks, Bank investments etc...) or it can even be used to boost Gym gains especially at below stat caps using candy.
Also faction a can boost your flying income immensely which yet again can be reinvested into NW growing activities or extra gym gains
Also just being in a faction can net you 20% extra gains for a stat.
