But, when she got home the parrot said a bad word, so she put it in the freezer for 10 seconds.
She took it out and said, "Did you learn your lesson?" It said another bad word so she put it back in for 30 seconds. She took it out and asked if it learned its lesson yet.
The parrot said "Brr... Yes, I learned my lesson, but, what did the chicken do?"
The current system is punishing factions that put real effort in wars. However no matter what kind of reward distribution system is developed it will be always exploited. The issue is that losing a war has no impact on a faction besides of lower rewards and rank drop (which is usually not a big deal). Therefore factions are risking nothing by losing. What if losing faction is impacted somehow? For example by reduced respect or temporary blocked faction perks? With that, leaders would be less tempted to accept a lose.
The other thing is that Torn's economy is broken, cashes used to give much money than in the past. So currently for the same amount of cashes we get much less money. This causes that factions are less tempted to risk any additional expenses for low income. The economy is broken as there is no sink for ranked weapons, the market is already saturated with yellow weapons which means that further drop of cashes is inevitable. That could be fixed by introducing a system of armor and weapon tearing. Each use would decrease item quality, after reaching 0, an item would be completely broken. Red items could be fixed for cash other items would have to be replaced. With that there would be a constant demand for new items, keeping prize of cashes relatively high.
