The book is telling as Effect: Permanently increases AnyStats by 5% (up to 10,000,000 maximum gain) after 31 days.
So is easy to say that the best way to use the book is when you are at 200Mil. but is it to good to read at ANY level before 200Mil?
Actually the daily gain on stats is higly based on your current level of the stat. a 5% gain takes the same time if you have 200Mil or 10Mil, is it?
no math reason to wait for read it. the total gym and time effort for reach 210Mil. is equal if you use the book at 200Mil or less.
