Having read a significant part of this thread I'd like to make the following observations, most of these points have been made by one player or another.
First, there is no high street, local shopping area for me to walk around. My local shopping community is exactly that local, this is not achievable in this game unless you change the way we move around the map.
Second, all of the discount for 'mates' fraction buddies etc, does exist, it is just that your metrics do not measure this aspect of the community. Mainly because unless an individual is in a group you can trace, friends, fraction etc. if you don't (appear to) have an easy way to track an interaction which you then appear to think doesn't exist. This is the community you appear to be trying to shoehorn into a tractable format that you can measure, it exists already.
Third, I purchased a bazaar before the changes thinking of developing in the direction of trading, being blunt it now acts as a massively overpriced warehouse for stock I don't want on my person. Why, because you made the overhead to heavy to bother developing. Unlike some of my RL expensive local shops I can add nothing to it. So unlike the local chocolate shop where a bar of chocolate might be twice the price of a big brand it is far tastier I have no value to add; therefore, the only thing I can compete on is price, your I don't want a race to the bottom option.
Forth, your promised up lift in prices on the Item Market, to compensate for your arbitrary charges, it never materialised; the reason is simple to sell you are undercutting your competition. Basic economics in action. For this to have any validity you need to fix the algorithm that shows the 'market' price, it is fundamentally broken, even then I'll undercut if the purpose is to sell, not sit there looking at millions not materialise because I over priced.
Fifth, there is no real connection between companies and products produced for sale within the markets. The companies theoretically produce but I cannot go to a players company and buy their product. I have to rely on the workers selling on the market, if the company provides anything sellable at all. Let the players set up businesses / factories that can produce products, maybe even products not yet on the lists, that they can sell in their warehouse shop direct to other players.
The 'commercial' market / community is based on a full process chain from farmers, miners through steel mills, biscuit factories to local markets and supermarkets. Trading communities of 'shops' in isolation don't exist.

Winners stats are nerfed in future Rumbles: stats decrease by 10% per round won. This penalty is reduced by 1% for every Royal Rumble they skip participating. (Example: a player reduced to 90% who skips 5 events would return at 95%.) This is an interesting way to ensure that the game is not slated heavily towards higher level characters.

There’s a noticeable lack of strategic and engaging fight competitions. As a player that likes the fighting aspect of the game I agree a new forum would be interesting. The ranked war process is fun but I do feel that its ability to match like with like is lacking any new fighting forum would (IMO) need to improve on this.

With many players focused solely on training and ranked wars being termed, Ask yourself why we concentrate on ranked wars and training; ranked wars because they earn reasonable sums of money but without the training the wars don't pay so the cycle war, train war goes on. If this is going to negatively impact my income because I can't train while I'm involved but it doesn't pay enough then I'll stop doing it.
I'd lean more toward weekly events. agreed
Possible Formats:

5-player bracket: Players have 24 hours to get as many kills as possible on the other 4 players.

1v1 bracket: Direct head-to-head; 24 hours to out-kill the opponent.

Free-for-all bracket: All players in the bracket remain alive against their opponents for a set time. First player to kill each of the others advances. All of these sound interesting, but I would favour the last option if players are reasonable matched
Settings and Themes (randomized per event to keep it interesting):

Equalizer: All players receive the same total stats, scaled to their personal ratio. Need an example for me to see this, I can see individuals with 50m stats still getting pitted against ones with 5m and scaling to a personal ratio will not level the playing field, so the outcome will be boringly predictable

Equipment buffs: Specific weapons, armor types, or categories are enhanced. why?

Item buffs: Certain items are boosted. again why

Debuff items: Debuff items have increased effectiveness. again why

Stat buffs: One stat (e.g., dexterity or strength) is emphasized. again why

Bonus buffs: Specific damage types (eg., burn) or weapon bonuses(eg., motivation) are more effective. again why

Inventory-based buffs: Buffs based on what the player is holding. ???? so if I'm holding 50m I get more of n advantage than if you are hold 10m,

Clothing buffs: Fashion items receive temporary combat perks.

Item negation: weapons, armor, or items are nullified.

"David" round: Only players under a certain stat threshold may join. Events can also be bracketed by stat tiers (Gold, Silver, Bronze, Stone). definitely need some sort of tiering, looking at ranked wars it is far to easy to be matched against an obviously far stronger opponent this would need to be avoided.
Flying offers me three solid benefits
1) a steady income stream, this fits in well with my real life commitments enabling me to time my destination to my avability.
2) something to do during drug cool down
3) Warring, by farming abroad or just hiding while I can't be on line.
These benefits make flying worth while there are two changes I'd like to see.
First, the ability to abort a flight, I'm running my own plane, the pilot should be responsive to my needs.
Second, the ability to change destination mid flight
other areas have been suggested some quiet interesting ones but the above would be a solid start for me
