with the addition of the Tool Armory and just a simple minimum req you could guarantee a good chance at success while allowing your players to run free, Or dont even hard lock, Allow leadership to simply recommend because just like in real life the grunts dont always listen 

I've spent that last hour or so reading through the last 50-80 pages and as someone who just bought a faction in OC2.0 i am very discouraged. I loved oc1 it made sense it was easy to graph/spreadsheet, I feel as if to manage OC2 i need personal access to every members account. most of my Members are new to torn let alone OC2. Of all of the systems in torn OC2.0 is the least intuitive (as an admin I cant see members CPR or if they have the item) I am beginning to understand the system but i don't want to have to put every member through a college level course just to be entry level at reading the OC page. 

To take away a simple (not perfect) system that took 1 person to make an entire group money now requires a Church to pray to RNGesus, A college campus to teach your members to read the scrolls of bullshit. and An OCD guy to gather all of the required data that used to be boiled down to NNB. The Devs have managed to put us into a "Thats just slavery but with extra steps" situation.
